You could try disabling the "Windows Event Log" service from the Services console, but you also have to set all its recovery actions to "Take no action" in the "Recovery" tab of the service's properties window and apply this setting.
I would recommend you not to try doing that since some other Windows services depend on that service, stopping it may compromise security and reliability of the system so you will be fully responsible for that. Applications found in Event Viewer can write their logs to files, viewable in Event Viewer, so disabling Event Viewer shouldn't really do much if anything at all.
Its basically just a viewer hence the name. The processing of those logs and code execution time from applications probably won't change.
If you just don't want someone using it, that's probably the only valid reason, but I would think this would be a thing for Group Policy Editor instead of hacking it out and possibly causing issues.
